Vashon Hargrove owns and strategically leads it, while clinical judgments and operations are the work of Liberty's licensed nurses and its Director of Nursing. Maryland law governs how home-care agencies deliver nursing services. Liberty operates under physician-ordered plans of care, with a registered nurse providing direction, as its licensure and Maryland regulations require.
Assigned nursing staff work under RN supervision, and assessments and care are documented so physicians, families, and the next shift all see the same picture.
When a patient’s condition changes, there is a defined path: the nurse responds, the RN is informed, the physician is contacted, and the family is updated. Nothing waits for the next scheduled visit.

Maryland licenses agencies that deliver skilled nursing in the home, and it requires the agency's clinical direction to rest with nursing professionals and care to follow physician orders. Liberty treats those requirements as the floor, not the ceiling: every case, from a single wound-care referral to a round-the-clock ventilator assignment, passes through the same clinical review.
When families or referral sources interview an agency, the most revealing question is "Who reviews the case and who supervises the nurses?" Liberty's answer is the same every time: a registered nurse, under the Director of Nursing, per the physician's plan of care.
